Hib Milks was born the youngest of four children in the small town of Eardley, Quebec, which is located in the Ottawa valley a few miles from Shawville (best known for producing NHL greats Frank Finnigan and Murph Chamberlain), and across the Ottawa river from Renfrew.

Unlike most Milks men before him, Hib was not interested in farming, and began playing hockey at a very young age on the frozen ponds of Pontiac county and the Ottawa river. Around 1917, Hib and his parents moved to Ottawa where he began a successful junior hockey career playing along side many other future NHL players. He worked left wing on a line for the Ottawa Gunners with Harold Daragh on right wing and Bertie Burke at Center, which was looked upon at that time as one of the very best lines in amateur hockey. He also played one season with the Ottawa New Edinburghs in 1923-24 in which he led the team with 16 goals in 12 games.
